we read “ five hundred eighty {nine}^{″} but for

. 589 we would have to read “ point five

tenths eight hundredths nine {thousandths}^{″} .

if you read “ point five hundred eighty {nine}^{″}

you must add “ {thousandths}^{″} or else it could

be misunderstood for “ point five hundredths

eight tenths (?) nine {(? ?)}^{″}
