516 is correct.  (3+11+(3/4)×10)×4!=516
$$\mathrm{516}\:{is}\:{correct}. \\ $$$$\left(\mathrm{3}+\mathrm{11}+\frac{\mathrm{3}}{\mathrm{4}}×\mathrm{10}\right)×\mathrm{4}!=\mathrm{516} \\ $$

So great prof.W. here i did as  min sum is 9 maximum sum  27.Then writing all possibilities  0 inclusion or exclusion in each case  bit  lengthy in  time and   caliculation..kidly tell me how  format  in a line?please
