try to make the question clear!  do you mean  f ′(x)=2, f ′(1)=0 ?   this is not possible.  or do you mean  f ′′(x)=2, f ′(1)=0 ?

f ′′(x)=2  ⇒f ′(x)=2x+C  f ′(1)=2×1+C=0 ⇒C=−2  ⇒f ′(x)=2x−2  ⇒f(x)=x^2 −2x+C_1   f(0)=0^2 −2×0+C_1 =−8 ⇒C_1 =−8  ⇒f(x)=x^2 −2x−8
