it is meant:  before: −2   (e.g. your loss last year was 2 mio. $)  reduced by 2 times  after: −1  (e.g. your loss in this year is 1 mio. $)

when A is reduced (decreased) by n  times, you get (A/n).  when A is increased by n times, you   get A×n.  this is what i understand. but i′m  not english native speaker.
$${when}\:{A}\:{is}\:{reduced}\:\left({decreased}\right)\:{by}\:{n} \\ $$$${times},\:{you}\:{get}\:\frac{{A}}{{n}}. \\ $$$${when}\:{A}\:{is}\:{increased}\:{by}\:{n}\:{times},\:{you}\: \\ $$$${get}\:{A}×{n}. \\ $$$${this}\:{is}\:{what}\:{i}\:{understand}.\:{but}\:{i}'{m} \\ $$$${not}\:{english}\:{native}\:{speaker}. \\ $$
