Why is D correct? Why Reason is false?

The mass of cap ice will be distributed  as water mass elsewhere over the earth,   the moment of inertia of earth will  increase and the rotation of earth will  be slower, it means a day will be longer.  Therefore the assertion is false.  The reason is also false, since the  moment of inertia will increase and  this decreases the speed of rotation.
