water at 4°C is denser than water  at below 4°C or above 4°C .  intermolecular forces vary with  distance between molecules as   temperature changes in a manner  that it is most dense at 4°C.

does that mean hot water is heavier.

cold water is heavier. When we  boil water, water that becomes  hot rises and cold water above   comes to the bottom of the vessel  which now gets heated and rises.  This is called heat tranfer through  convection.
