A photon is a quantum particle.  We cannot measure its location because  we exactly know (measured) its speed.  Its speed is the same in every reference  frame. You cannot stop it and say “here  it is”. You cannot move along with it.  We can′t even know its location when it  interacts with matter, we can only see the  effects of the interaction.
