4 x^{2} + b x - 45 = (h x + k) (x + j); h, k, j \in Z

= {h x}^{2} + (h j + k) x + k j

k j = - 45 \Rightarrow j = - \frac{45}{k}

\frac{45}{k} = - j \in Z \to (D)
