$$\frac{2+3}{2-3}\times \frac{9+10}{9-10}=\frac{5}{-1}\times \frac{19}{-1}=95$$

$$2\ast 3=\frac{2+3}{2-3}=-5$$$$9\ast 10=\frac{9+10}{9-10}=-19$$$$2\ast 3\times 9\ast 10=(-5)\times (-19)=95$$
