$$Redlength=r_1\pi +r_2\pi =(r_1+r_2)\pi$$$$=R\pi =bluelength$$$$\Rightarrow \beta =1$$

$$Bluelength=\pi R$$$$Bigredsemicircle=\pi r$$$$Smallredsemicircle=\pi (R-r)$$$$Redlength=\pi r+\pi (R-r)$$$$=\pi R$$$$\beta =\frac{Redlength}{Bluelength}=\frac{\pi R}{\pi R}=1$$$$$$
