9+9+15×3=63  or  9+9+15^3 =3383  Many more possibilities..

9h+9h+3h = 21  (1+2+3+4)×3 = 10×3 = 30  1 bulb = 15  ⇒ 9h+(1+2+2+4)+3 bulbs  = 9+9×(3×15) = 414

$$\mathrm{9}{h}+\mathrm{9}{h}+\mathrm{3}{h}\:=\:\mathrm{21} \\ $$$$\left(\mathrm{1}+\mathrm{2}+\mathrm{3}+\mathrm{4}\right)×\mathrm{3}\:=\:\mathrm{10}×\mathrm{3}\:=\:\mathrm{30} \\ $$$$\mathrm{1}\:\mathrm{bulb}\:=\:\mathrm{15} \\ $$$$\Rightarrow\:\mathrm{9}{h}+\left(\mathrm{1}+\mathrm{2}+\mathrm{2}+\mathrm{4}\right)+\mathrm{3}\:\mathrm{bulbs} \\ $$$$=\:\mathrm{9}+\mathrm{9}×\left(\mathrm{3}×\mathrm{15}\right)\:=\:\mathrm{414} \\ $$

I think all of you need to try again. If the bulb has five "-" , its value is 15. So, if the bulb has four "-", its value would be 12. ������
