$$9h+9h+3h=21$$$$(1+2+3+4)\times 3=10\times 3=30$$$$1\mathrm{bulb}=15$$$$\Rightarrow 9h+(1+2+2+4)+3\mathrm{bulbs}$$$$=9+9\times \left(3\times 15\right)=414$$

I think all of you need to try again. If the bulb has five "-" , its value is 15. So, if the bulb has four "-", its value would be 12. ������
