$$\frac{2n+3}{5n+1}=\frac{2}{5}\cdot \frac{5n+\frac{15}{2}}{5n+1}=\frac{2}{5}\cdot \frac{5n+1+\frac{13}{2}}{5n+1}$$$$=\frac{2}{5}+\frac{13/5}{5n+1},\mathrm{divergent}$$
