$${AE}^2={(a+7)}^2+3^2-2\times 3\times (a+7)\cos 60°$$$$=a^2+11a+37$$$${DE}^2=a^2+4^2-2\times 4\times a\cos 120°$$$$=a^2+4a+16$$$${DA}^2=7^2=a^2+11a+37+a^2+4a+16-\sqrt{(a^2+11a+37)(a^2+4a+16)}$$$$2a^2+15a+4=\sqrt{(a^2+11a+37)(a^2+4a+16)}$$$$...$$$$\Rightarrow a=2$$$$perimeterABCD=2+2\times 7+9=25$$
