$$\log {}_{b}1=0\Rightarrow$$$$\left(\frac{3^x}{\frac{27}{81}}\right)=1\Rightarrow 3^x=\frac{3^3}{3^4}\Rightarrow 3^x=3^{-1}\Rightarrow x=-1$$
