12.589  we read non−decimal 12 but decimal  number 5,8,9 separate read. why?

589.589 is better to explain.  we read “five hundred eighty nine” but for  .589 we would have to read “point five  tenths eight hundredths nine thousandths”.  if you read “point five hundred eighty nine”  you must add “thousandths”or else it could  be misunderstood for “point five hundredths  eight tenths (?) nine (??)”
