$$LetP\left(x\right)=ax+b$$$$P\left(2x\right)=a\left(2x\right)+b=2ax+b$$$$P\left(x\right)+P\left(2x\right)=6x+12$$$$(ax+b)+(2ax+b)=6x+12$$$$3ax+2b=6x+12$$$$3a=6\Rightarrow a=2$$$$2b=12\Rightarrow b=6$$$$P\left(x\right)=ax+b=2x+6$$$$P\left(3\right)=2\left(3\right)+6=12$$

$$\mathrm{P}\left(\mathrm{x}\right)=2\mathrm{x}+6\Rightarrow \mathrm{P}\left(3\right)=12$$
