$$\mathrm{A}\in \mathbb{R}\Rightarrow$$$$2x-3⩾0\wedge 3-2x⩾0$$$$x⩾\frac{3}{2}\wedge x⩽\frac{3}{2}\Rightarrow x=\frac{3}{2}\notin \mathbb{Z}$$$$\mathrm{A}=\frac{4{\left(\frac{3}{2}\right)}^2+3+0+0}{2\left(\frac{3}{2}\right)}=\frac{9+3}{3}=4$$
