$$w:\mathrm{width},l:\mathrm{length}$$$$2w=l+3$$$$2l+2w=36$$$$2l+(l+3)=36$$$$3l=36-3=33$$$$l=11cm$$$$w=\frac{l+3}{2}=\frac{11+3}{2}=7cm$$
