$$A^{\prime }=A+2\overrightarrow{AP}=A+2(P-A)=2P-A=$$$$=2\left(\begin{array}{c}-2\\ 1\\ 0\end{array}\right)-\left(\begin{array}{c}2\\ 1\\ 3\end{array}\right)=\left(\begin{array}{c}-6\\ 1\\ -3\end{array}\right)$$$$$$$$r=\{\begin{array}{l}x=1+2t\\ y=0\\ z=-2-t\end{array}=\left(\begin{array}{c}1+2t\\ 0\\ -2-t\end{array}\right)$$$$r^{\prime }=2P-r=2\left(\begin{array}{c}-2\\ 1\\ 0\end{array}\right)-\left(\begin{array}{c}1+2t\\ 0\\ -2-t\end{array}\right)=\left(\begin{array}{c}-5-2t\\ 2\\ 2+t\end{array}\right)=$$$$=\{\begin{array}{l}x=-5-2t\\ y=2\\ z=2+t\end{array}$$$$$$$$\alpha :x-11y+2z+3=0$$$$x^{\prime }=-4-x$$$$y^{\prime }=2-y$$$$z^{\prime }=0-z$$$$\Rightarrow {\alpha }^{\prime }:(-4-x)-11(2-y)+2(-z)+3=0$$$$\Rightarrow {\alpha }^{\prime }:-x+11y-2z-23=0$$
