$$x^2=3\sqrt{3}$$$$x^4=9\times 3=27=3^3\Rightarrow x=3^{3/4}$$$$y^2=9^3\sqrt{3}$$$$y^4=9^6\times 3=3^{12}\times 3=3^{13}\Rightarrow y=3^{13/4}$$$${\log }_{x}y={\log }_{3^{3/4}}{3}^{13/4}=\frac{13}{4}{\log }_{3^{3/4}}3$$$$=\frac{13}{4}\times \frac{4}{3}{\log }_{3}3=\frac{13}{4}$$
