$$v_P=7m/s$$$$v_Q=17m/s$$$$v^2-v_P^2=2as$$$$\frac{v_R^2-v_P^2}{v_Q^2-v_P^2}=\frac{s_{R-P}}{s_{Q-P}}=\frac{1}{2}$$$$v_R^2=\frac{v_Q^2-v_P^2}{2}+v_P^2=\frac{v_Q^2+v_P^2}{2}$$$$\Rightarrow v_R=\sqrt{\frac{v_Q^2+v_P^2}{2}}=\sqrt{\frac{{17}^2+7^2}{2}}=13m/s$$$$v_{ava}=\frac{v_R+v_Q}{2}=\frac{13+17}{2}=15m/s$$$$\Rightarrow \left(2\right)iscorrect$$
