$$21.Let{x}^2=y$$$$\Rightarrow y^2-34y+225=0$$$$y=\frac{34\pm \sqrt{1036-1000}}{2}=\frac{34\pm 6}{2}=20,14$$$$x=\pm \sqrt{20},\pm \sqrt{14}$$$$\therefore smallestsolution=-\sqrt{20}=-2\sqrt{5}$$

$$Outerperimeter=24\times 4^{″}+4\times 4^{″}+23\times 5^{\prime }$$$$={96}^{″}+{16}^{″}+{115}^{\prime }$$$$=8^{\prime }+1{\frac{4}{12}}^{\prime }+{115}^{{}^{\prime }}$$$$=124{\frac{1}{3}}^{\prime }$$
