f(x)=ax^4 +bx^3 +cx^2 +dx+4 tangent line parallel to x−axis f ′(x)=4ax^3 +3bx^2 +2cx+d = 0 for x = 1 and x = −2 ⇒4a+3b+2c+d=0 ⇒−32a+12b−4c+d=0 inflection point at (3,0) f ′′(x)=12ax^2 +6bx+2c = 0 for x = 3 108a+18b+2c=0 parallel to y = 2x+3 at (0,−1) 2= d i think you can solve it now

if the curve satisfyies both (0,4) and (0,−1) then the eq^n must be implicit. then I don′t think we can take the eq^n as sir john took.
