$$x-3=0\Rightarrow x=3$$$$4x+2=0\Rightarrow x=-\frac{1}{2}$$$$f\left(3\right)=\mid 12+2\mid =14$$$$f(-\frac{1}{2})=2\mid -\frac{1}{2}-3\mid =7$$$$y_{min}=min(f\left(3\right),f(-\frac{1}{2}))=7$$
