One care travels due east at 40 km/h.  and second car travels north at   40 km/h. are their velocities equal?

No, since directions are not same.

watch the tachometer of any car. does it  show different values if the car travels 40km/h  east first and then 40km/h north? what do  you expect and what do you observe?

  yes. you are right, the velocity  depend with directions.
