 y^(′′) +3y^′ +2 or y^(′′) +3y^′ +2y is the condition.   not a variable.

$$\:{y}^{''} +\mathrm{3y}^{'} +\mathrm{2}\:\mathrm{or}\:\mathrm{y}^{''} +\mathrm{3y}^{'} +\mathrm{2y}\:\mathrm{is}\:\mathrm{the}\:\mathrm{condition}. \\ $$$$\:\mathrm{not}\:\mathrm{a}\:\mathrm{variable}. \\ $$
