$$x\left(t\right)=0.2\cos \left(5\pi t\right)$$$$x\left(0\right)=0.2\cos \left(0\right)=0.2$$$$x(0.7)=0.2\cos \left(\frac{7}{2}\pi \right)=0$$$$$$$$\stackrel{-}{v}=\frac{\mathrm{\Delta }x}{\mathrm{\Delta }t}=\frac{0.2}{0.7}=\frac{2}{7}{\mathrm{ms}}^{-1}$$
