$$A=\pi r^2$$$$\frac{dA}{dt}=\pi .2r\frac{dr}{dt}\Rightarrow 4=\pi .12\frac{dr}{dt}\Rightarrow \frac{1}{3\pi }=\frac{dr}{dt}$$$$\frac{dC}{dt}=2\pi .\frac{dr}{dt}\Rightarrow \frac{dC}{dt}=\frac{2}{3}cm/sC=circumference$$
